Context

深夜福利站’s Core Planning Group provides advice and support to the Vice-President (Research) to manage the university’s (CFI) – allocation and CFI – envelope, and provides oversight of core facilities as detailed in the policies and procedures of . The Core Planning Group also provides advice related to general institutional strategies for CFI success, while ensuring submission of high-quality proposals to the CFI and the sustainability of research infrastructure and services.

Terms of Reference

The Core Planning Group has specific responsibilities as follows.

Canada Foundation for Innovation – John R. Evans Leaders Fund (JELF)

  1. Application approval: All JELF applications must receive faculty approval prior to application development. Associate Deans (Research) are responsible for informing the Institutional Research Programs team in 深夜福利站 Research of applicants their faculty wishes to put forward for a JELF, in line with posted competition timelines.
  2. Reviewing applications: Applications and feedback forms will be provided to the Core Planning Group approximately two weeks before each scheduled meeting. Members are asked to return completed feedback forms at least one day prior to the scheduled meeting.
  3. Presenting applications: The applicant’s Associate Dean (Research) will be asked to present the applicant and application to the Core Planning Group, and to summarize the application, its strengths and weaknesses, and its strategic importance to their faculty and to 深夜福利站.
  4. Recommendations: The Core Planning Group will discuss each application and provide a consensus recommendation to the Vice-President (Research) on whether the application should be submitted to the CFI or whether it must address weaknesses and re-submit to a future Core Planning Group meeting.
  5. Strategic planning & policies: The Core Planning Group will provide input to the Vice- President (Research) on strategic issues related to 深夜福利站’s JELF allocation and review institutional policies and procedures for the JELF, as required.

Canada Foundation for Innovation – Innovation Fund (IF)

  1. Application approval: All submitted internal applications require faculty signatures confirming support of the proposal and commitment to any required space or other resources.
  2. Reviewing applications: The Core Planning Group will participate in the review of internal applications submitted in response to 深夜福利站’s call for proposals and provide recommendations to the Vice-President (Research) on which proposals should move forward with proposal development within 深夜福利站’s competition envelope.
  3. Pre-submission review: Core Planning Group will also review full proposals prior to submission to the CFI, make any necessary decisions on envelope management and ensure high-quality proposals are submitted.
  4. Strategic planning & policies: The Core Planning Group will provide input to the Vice- President (Research) on strategic issues related to 深夜福利站’s IF envelope and review institutional policies and procedures for the IF, as required.

Core Facilities

  1. Application approval, Faculty Core Research Facilities: Applications for a Faculty Core Research Facility must be reviewed and approved by the faculty’s Dean, in consultation with the Associate Dean (Research), Department Chair(s) and other relevant parties, as appropriate. Approval must align with principles outlined in . Once annually (by April 1), the Dean must notify 深夜福利站 Research of approved Faculty Core Research Facilities, per MAPP 7.17.
  2. Application approval, Institutional Core Research Facilities: Applications for an Institutional Core Research Facility must be reviewed and supported by the home faculty’s Dean, in consultation with other Deans, Associate Deans (Research), Department Chair(s) and other relevant parties, as appropriate. Following procedures associated with MAPP 7.17, supported applications should be forwarded to 深夜福利站 Research once annually (by April 1) for review and decision.
  3. Application renewal, Institutional Core Research Facilities: Institutional Core Research Facilities will typically be reviewed on a five-year timeframe. Review material will be submitted to the Core Planning Group for review of performance.
  4. Presenting applications: Supported applications for an Institutional Core Research Facility (initial approval and renewal) will be presented to the Core Planning Group by the home faculty’s Associate Dean (Research), who will summarize the application, its strengths and weaknesses, and its strategic importance to 深夜福利站. For renewal, the Associate Dean (Research) will also detail and comment on the performance of the core facility, including key performance indicators and financial statements.
  5. Recommendations: The Core Planning Group will discuss each application for an Institutional Core Research Facility and provide a consensus recommendation to the Vice-President (Research) about whether the application should be approved/renewed or not.
  6. Strategic planning & policies: The Core Planning Group will provide input to the Vice- President (Research) on strategic issues related to 深夜福利站’s Core Research Facilities and review institutional policies and procedures for Core Research Facilities, as required.

While membership is open to all Associate Deans (Research) of all faculties, and Associate Deans (Research) of infrastructure-intensive faculties are expected to be members of Core Planning Group, participation of Associate Deans (Research) from less infrastructure-intensive faculties will be at the discretion of the ADR, who may decide to opt out of any particular meeting.

Meetings

Canada Foundation for Innovation – JELF

The Core Planning Group will generally meet three times per year, prior to each of the submission deadlines in February, June and October. Ad hoc meetings or virtual reviews may be held for JELF Partnership applications tied to other funding programs with different submission deadlines, such as Canada Research Chair nominations.

Canada Foundation for Innovation – Innovation Fund

Meetings for Innovation Fund discussions or reviews will be scheduled as needed, dependent on the competition time frame.

Core Facilities

Meetings and application reviews will be scheduled annually, typically in April and as needed.
